The State House of Representatives approved $337.4 million in Capital Improvement Project funding for the fiscal years 2020 and 2021. The funding was announced after the House adjourned its 2019 session last week. CIPs are defined as renovations, repairs, and major maintenance to existing facilities, landscape improvements, new construction, land acquisition, and utility modifications; the funds are earmarked for schools, infrastructure, conservation, road, harbor, hospital, prison improvements, and more.
Roads and bridges projects received the greatest amount of funding, with approximately $126 million going to improvements. Also in the category is the highest budget for a single project: $110 million for the Paʻia Bypass, including land acquisition, design, and construction. Improvements are also set for Haleakala Highway and Hana Highway; $4.25 million is earmarked for preservation of Hana Highway Bridge and $2.7 million for Hana Highway improvements, from Huelo to Hana. Additional funding for roads includes $5 million for shoreline erosion mitigation along Honoapiʻilani Highway from Ukumehame to Launiupoko, and $500,000 to widen a stretch of Pu‘unene Avenue between Kamehameha Avenue and Kuihelani Highway.
Airports and harbors received the second greatest amount of funding with $106.3 million allocated for Kahului Airport’s terminal and facility improvements ($38 million), Hana Airport ($2.4 million), Molokaʻi Airport ($3.5 million), Lanaʻi Airport ($2.4 million), finger pier replacement at Maʻalaea Small Boat Harbor ($3.5 million), and Kahului Harbor ($56.5 million).
Though not at the top of the list, schools will receive $58.29 million in funding: $2.4 million for Baldwin High School to design and construct a girls’ athletic locker room and reroofing; $700,000 for Haiku Elementary School for a covered walkway and reroofing; $5.1 million for Iao Intermediate School for cafeteria and bulding renovations, additional classrooms, and air conditioning installation; $6.5 million for Kahului Elementary School for design and construction of parking lot fencing and a new classroom building; $393,000 for Kalama Intermediate School’s parking lot renovation, design of a multipurpose room, and fire alarm replacement; $750,000 for Kaunakakai Elementary School for roof replacement and bleacher installation; $1.817 million for Kekaulike High School for a baseball and softball complex and campus fire alarm replacement; $7.15 million for Lahainaluna High School for electrical meters and other electrical system improvements, and repair and resurfacing of the track and field; $8 million for Maui High School for design and construction of a girls’ athletic locker room and bathroom, physical education, and athletic facilities; $2.81 million for Maui Waena Intermediate School for an air conditioning system and physical education field aeration; $300,000 for Molokaʻi High School for design and construction of a baseball field; $17 million for Paʻia Elementary School for design and construction of a new classroom building; and $5.37 million for Wailuku Elementary School for building reroofing, campus-wide air conditioning installation, and ADA transition.
There is one hospital project being funded – $12 million for Maui Health System facilities repairs, renovations, and upgrades
Three conservation projects received nearly $3 million: $1.5 million for coqui frog eradication, $300,000 for perimeter fence replacement at Kahana Pond State Wildlife Sanctuary, and $1.1 million for Kanaio dryland forest for a resource protection fence and forest protection and restoration.
Other CIPs to receive funding include $4.36 million for Hoapili Hale for parking, sewer, storm drain, fire sprinkler, air conditioning, and security-related improvements; and $8 million for Maui Community Correctional Center’s renovations, infrastructure work, and new construction.
