The County of Maui EPA/Department of Health Wastewater Report is a mandatory report issued by the County, required by a 1999 Consent Decree following a lawsuit with the State Department of Health and US EPA in which the county was accused of violations of State and Federal clean water law. These quarterly reports include steps taken by the County to develop and implement the various goals, plans, programs, procedures, schedules and budgets required pursuant to the Consent Decree, such as maintenance plans and status updates. The report also includes information of spills to the ground, state waters and waters of the United States.
Among the gems in 2012’s fourth quarter report is news of a 566-gallon spill of raw wastewater on Christmas Day that occurred at Ani Street in Kahului. It was caused by a mainline blocked with rags and debris that made it to a waterway but not to the ocean. While this may seem alarming, the report also calculates the fact that over the course of 2012, this spill (and six others that occurred) over last year only accounts for 0.0011 percent of total wastewater processed.
