What she didn’t say:
Maintaining state infrastructure has been a problem for years. According to the Grading the States 2005 report written by the Government Performance Project, Hawai’i has no overall statewide capital improvement plan, “very weak” monitoring of projects, “no screening or qualification process for selecting private contractors” and lacks “the resources to maintain a preventative maintenance program that is based on life-cycle costs.” Plugging roof leaks and installing AC here and there is great, but it’ll never end as long as the above issues remain.
