Troubling developments…
1981 – The public Aloha Tower Development Corporation (ATDC) is established to oversee construction in the area around the historic Aloha Tower lighthouse on Oahu. The corporation’s board of directors is composed of state and county officials, including representatives from the neighbor islands. (Maui’s current rep is Communications Director Mahina Martin.)
April 8, 2010 – State Auditor Marion Higa releases a report calling ATDC “flawed, obsolete and mismanaged.” “Since establishment of the corporation in 1981, almost every development it has undertaken has resulted in litigation,” the report states. “Moreover, after 30 years of effort, the corporation has managed to complete only one phase of its original mixed-use development plan—and that development, the Aloha Tower Marketplace, is struggling.”
April 12, 2010 – Gov. Lingle releases $900,000 in state funds to settle a lawsuit filed against ATDC by a Texas developer. A plan to dissolve ATDC and shift its duties to other state agencies is currently being considered by the legislature.
